Tyranny of the Silent Filibuster

Why doesn't Harry Reid force an old-fashioned filibuster that could make Republicans look silly? Because he can't.

The Senate Majority Leader must get 60 votes to start the health care debate -- which he aims to try on Saturday -- and he'll need that many again when it comes time to try and stop the debate for an up-or-down vote.

So why not make Republicans really filibuster, provoking the spectacle of marathon speechmaking? Because it's just not that simple.

Under Senate rules, filibusterers need to do no more than call for endless rounds of quorum calls. The only drama for television would be watching successive roll calls, and that's nothing like the Hollywood scenario we saw with Jimmy Stewart in "Mr. Smith Goes to Washington."

No, as we point out in today's Video Trail Mix (produced by CQ-Roll Call's Andrew Satter), Reid is doing all that he can do -- collect 60 votes for a super-majority that allows a final vote.

    Wouldn't watching the GOoPers do an endless loop of rollcalls make good fuel for Dem campaigns?

    By trying to get 60 votes behind the scenes, the Dems look divided and weak.

    A filibuster would be good for Dems. Either the Repubs might say something that could be used against them later, or, it would show they were the ones who were stopping the wheels of democracy from turning by a series of do-nothing rollcalls.

    A "do nothing" Congress. Now where have I heard that term before?

    blue, so true. and if they did a daily count (a la how cbs ticked off the time hostages were held) and how much taxpayer money and trees were wasted on each noper-goper rollcall, it would be a drip, drip, drip strategy that may finally shame them into working toward a solution.

    it feels good to be back online.... a slight power glitch kicked me off the internet around noontime yesterday. We used to have one router that had 2 cords and I knew which one to unplug and replug whenever something like that happened.
    Now we have super duper fast internet with three doo hickeys.... all with at least 3 cords. I didn't know which cord to pull from which doo hickey.

  27. The problem with forcing a roll call is that the voters for the 40 Republican senators would be thrilled and ditto heads from around the country would probably send them more money. Let's hope Lieberman and Nelson step up, though I don't hold out a lot of hope.

    There are several ideas Republicans have that I'd like to see in the final bill, but they won't get in just because they're Republican ideas, so that's cutting both ways here.

    Well, I've been out of pocket for a great portion of the last couple of weeks and will be further out for the next week (not work, Mexico, ay carrumba). Dangerous hotel location - across the street from the premier shopping mall in Cancun - and Mrs.P & LP know how to use credit cards,- in fact they have raised that to an art.. But most dangerous - the hotel is directly across the street from an old distillery turned into a restaurant & bar with 150 brands of tequila - and killer huge margarita specials every day. Living dangerously and loving it.

    Authors often have book signings on bases at the PX. I was bothered by the admission of the public as these signings, at least at Fort Lewis, are usually only for personnel and their families living on the base.

    After the events at Fort Hood it strikes me as the height of stupidity to admit any of the public. How are they going to screen them? I can't imagine processing a huge crowd through the base office with sponsors and IDS for a temporary pass.

    Are they going to close off a special section near the gates and just how would they know who was media if all they chose to do was film it with a cell phone and report on the event after the fact?

  44. It makes no good sense for anyone to oppose healthcare reform. It seems some are more worried about Insurance companies being crowded out due to competition and lower costs than the Health of the people. Or the fact that they are more concerned for the Insurance Compaines that the small businesses who have to pay high premiums for their employees, forcing some out of business or some to set up shop somewhere else other than the United States!

  50. If you remember correctly, the events at Ft. Hood were created by someone with full access rights. Admitting the public would have made no difference.

    The public can usually gain access to posts or bases. I've taken night classes at the on base campus. Even if I couldn't drive in it would be easy to ride in with someone with a sticker or walk across the golf course. They can't guard it that carefully.

    They're letting people on at 9:30 am, her book signing starts at 11. I can't buy a copy on post though. Hmmm, what should I do?

    I know you can gain access to a semi closed base, but I was thinking of the crowds involved. My car has stickers that allows it admittance at Fort Lewis and I have base ID to show at the gate. Anyone riding with me, must have proper ID to show to the gate guard.

    Now if I were just a member of the public, I would have to pull over to a building at the entrance and be screened, stating my reason for being on the base and under most circumstances have a sponsor who would meet me at that building or who would have called them ahead of time to expect me.

    It surprised me that crowds would be admitted and I was questioning the location and how after the recent events there didn't seem to be active security.

Ivy, been to almost all the ruins - actually visited Chichen Itza (the guide liked to call it chicken & pizza - to make the kids laugh) my last visit there when they still let you climb the pyramid (they said they were shutting it down for climbing purposes a few years back). It is magnificent. Tulum is smaller, but the setting is terrific - on a bluff overlooking the Carribean. There is so much of archeological interest there, I could go on forever, but now, I've got to go - and since I have never been able to actually log in to openID successfully, I'll be looking over your shoulders but not saying anything for the next week.

    Jamie, still has nothing to do with the fact that most threats have either been internal or not based on public access. Yeah, I would have trouble driving a truck of something onto post, but not going in with a couple of hand guns. Fortunately, the threats have usually been caught long before that's necessary. For the ones that haven't been caught almost no security would have prevented them.

    Posts open up all of the time to public access. Fairs, air shows, open bases, and lots of other things. The biggest problem is drunken civilians being around drunken soldiers. Sometime interesting in red-neck-ville.

    Wait until all of the defaults on credit cards that have skyrocketing rates hit the big three. I think I saw Citibank has already written off $1 billion in defaults.

    Citibank raised my 76 year old mother's rates to 24.9% because she wasn't using it. Or at least tried to, she closed it this time. Good thing Congress took away state's rights to limit interest rates.

    That does surprise me. Still, as you are probably well aware, poverty is fattening. Most of the women trying to drag themselves off the bottom are larger than the norm.

    A good alternative is family homeless shelters as they often need clothing for men, women, and children.

    Reminder for folks doing Toys for Tots or Christmas Star style charities, don't forget the tweens and teens. They are often overloaded with toys for the youngsters but come up short for the older kids.

    If we can talk about it here, they should be able to talk about it there. Talk about lily livered cowards.

    They had decades to do healthcare reform and preferred handing out cash to the insurance corporations. Now when something might actually benefit the American people, they are screeching like stuck hogs.

    Even now, with all the foot dragging and paying off of contributors, we have this mish mash that has darn little reform in the reform, but at least it is a start.

    I doubt it will change our standing in the world as the best medicine money can buy at twice the cost with health rankings that should make politicians curl up in a fetal position from shame.

    This piece makes me sad!! As a kid we used to go on field trips to Henry Ford Museum and the city of Detroit was bustling and vibrant, but a few years ago when i took my niece, the city looked like a bomb had went off..I swore I would never go back,too depressing...

  166. Here is how I feel about this Health Reform Bill....it's a bad deal: There are a couple of things in there that are good for most of us, not all of us..and it is meant to pacify us....but still a BAD deal:

    Yesterday I was offered a bad deal. There is a group of investors that offered to finance my construction projects. They said that they would put up 1/2 mil dollars so we can get them done.

    For this they wanted to control the paper work from the projects. Than means to me...that they want to bill for work done..and recieve all monies for said work.

    They also wanted to have a % of the profits from these projects...60% of the money that is gained from the hard work that has to go into them..I thought about it for a full minuete before I told them ..NO way...I didn't even look at the fine print yet, and I was giving 60%...did some fast math...and came up with a fore-mans pay...I would be working for them.....

    The same can be said for this ins plan.....the tax payers...the fkn middle class people will be working for the Ins Corps, and dragging along the ones that can't pay anything....

    We should spread this all out amongst us...let the rich pay for single payer as well as those who can pay...and then drag the ones that can't ....we should all have the ins that our Military, the congress; the Senate, and all government employees; all state, all city....all have.

    Why is so difficult for the Dem's to keep saying this until the stupid public understands it...they just repeat talking points that hurt themselves..D's should just let it ride, leave things as they are....the stupids will wake up and discover that even some, city and Government people will be laid off, have more taken from their paychecks..and come too see that it won't be long before they are in the same position as everyone else....

    When are we going to stop choosing the lesser of two evils?

    This is why we are where we are no? both party's are just one huge con artist.....

    The sad thing is that by cancelling her credit card she doesn't have access to a line of credit in case of emergency.

    I firmly believe that the main reason for the exorbitant rates is so executives can continue their current lifestyle, not because it's better for the company.
