Obama Ducks Race Policy Questions

While Barack Obama’s personal background and knack for oratory would certainly make him a president who can use the bully pulpit to make a difference in race relations, the Democratic contender’s stands on policy specifics are not at all clear.

While rhetoric is helpful, presidents also must make hard choices on racial issues such as affirmative action. For instance, would Obama expand or restrict the inclusion of disadvantage whites in minority preference programs for Small Business Administration loans?  Bill Clinton as president aggravated some African-American leaders by nudging open the door to SBA loans for low-income whites.

Obama won deserved praise for his race-conscious speech on Tuesday, particularly for how he balanced much of his rhetoric between the plight of black Americans facing racism and the resentment of whites against affirmative action programs. Beyond the rhetoric, how would he translate that balancing act into policy?

Good luck getting answers. Media inquiries to the Obama campaign about affirmative action specifics produce responses that are at least as vague as the candidate’s speeches. The Boston Globe this week made the latest run at obtaining affirmative details and got this written response:

Affirmative action programs “can open up opportunities otherwise closed to qualified minorities" without harming whites. Yet, "we shouldn't ignore that race continues to matter" in American society, Obama said; to suggest otherwise "turns a blind eye to both our history and our experience - and relieves us of the responsibility to make things right."

The Globe’s request to a spokesperson for more concrete answers got no response. It is politically smart to steer clear of race policy specifics in a campaign, but not so easy once you are in the White House.

  1. I think affirmative action is the underpinning of the resentment that blacks and white have about race.

    I know black people who feel that when they get a promotion, it wasn't due to merit but to the color of their skin.

    I know white people who find themselves working for minorities who are in a position of authority, not because of experience, but because of race and gender.

    I agree that a rational discussion needs to be had about this, but in this country, good luck.

  4. Okay here's my problem today. I don't know much about Michigan but in Florida didn't both canidates sign on to not campaign in Florida and agree with the DNC at the time? If either of them were so concerned about Florida couldn't they have fought the DNC at the time? and why would they sign the a pledge?

    It just seems a bit hypocrital to me for all this fighting to be going on now about whether or not the votes should count.

  6. Does Obama want to “unite” the country by disenfranchising the millions of voters who voted in FL and MI. Of course, he knows he is going to lose both of these primaries. Hillary already won FL and both these states are typical of the LARGE states that Obama loses all the time.

    Florida and Michigan are very different. Florida State Democrats did fight the DNC, including the last resorts of several lawsuits. When the rules were agreed upon, the Florida Democratic Party has no idea the Republicans would move up the election day by five days.

    The candidates agreed not to campaign because it was the ruling . Both candidates said they would seat the delegations before the election in Florida Obama has now changed his mind

    Michigan is the result of an inter-party struggle.

  9. It's fairly obvious, he had to make the speech yesterday that he did for specific reasons. Many of the pundits later suggested that in doing so, it was a good possibility that for him to bring up race as a topic in a presidential election was brave but suicidal. Only time will tell.

    Craig, what were HRC specific proposed Affirm. Action program details? I seached her website and did not see the anything about blacks, civil rights or race (minorities).

  16. It's funny how yesterday's speech has played so much better with Republican's I have spoken to than to you Clinton supporting Democrats. It really makes me wonder when a former Marine from South Alabama has a greater appreciation for Obama's words than from Democrats.

    Now that I think of it, I can have more enjoyable conversations discussing issues like race, foreign policy and all things Americana with these folks instead of other Democrats...who'd a thunk it?

    Obama is on record lying on more then just this issue, a pattern has developed. Obama continued to shade the truth until he had won more states, more popular vote and more delegates.

    Most here agree that USA isn't all that it could be, probably never has been for everyone. The good old days you remember, probably give other people chills, the McCarthy era was bad for many. J. Edger Hoover spied on everyone and probably blackmailed alot of them. The Civil War killed how many Americans? We can go pretty far back and find all kinds of bad stuff. So I not willing to just throw up my hands and give up, and neither are most Americans.

    My advise is to stay away from Sociology text books, they will really depress you

  21. Rez....when my son ran for Congress in the primary here, these were three issues in his platform:

    Protect Affirmative Action.
    Erase the disparities in Healthcare in minority communities.
    Daycare vouchers for single parents trying to get off welfare.

    His senior advisor, a black man, told him he thought it was political suicide to keep bringing those three things up in his speeches to white audiences. He kept it up anyway. And lost. Ha...

    I would suggest that a Marine has had personal relationships with others of many races courtesy of the military and would likely be more comfortable discussing issues than many of the folks he left behind in Alabama. Also, there really are Republicans and conservatives who have grown over the period of the last 50 years to reject racism.

    As for the Clinton supporters, I think the majority of us probably have close friends or family members of other races. As a result we are totally comfortable pointing out some of Senator Obama's flaws since to us he is an individual not a cause. The man may be perfectly lovable. The candidate leaves something to desire.

  27. Thanks HIC, but I beleive that is was Senator Jeremy Ring (D) that sponsored the bill to change the date. In the election bill both parties got what they wanted a paper trail and an earlier primary. My main concern with all of this is that if HRC and BO were so concerned with counting all the votes they could have tried to fight against the DNC before the primary actually happened.

    And another thing that gets overlooked when the campaigns are going on and on about this, is that we had a a huge Proprty Tax Amendment on the ballot which is the main reason there was such a high turnout.

    What about the general election, won't thier flip flops on the issue be used against them?

  28. I am not vehemently against Affirmative Action, but I am pretty much opposed. I almost didn't get a job that I was extremely qualified for simply because a black male also had a bachelor's degree. It didn't matter he had NO experience in the field, as the primary fundraiser for our community radio station. What finally turned it my way was that I was also pursuing a Master's Degree in Public Administration. From that point on, I pretty much soured on it. I had understood that affirmative action was intended to give a nod to underrepresented people who are otherwise equally qualified for the job.

    I also have a friend who basically lied and said she was 1/2 filipina to try to get in the Washington State system, which I thought was odd, but she clearly felt that as a white woman she didn't have a prayer.... I feel that the best qualified, best experienced person deserves the job and when the quals and experiences are pretty much equal, then you look to see if either or the other is underrepresented in the organisation.

    Erasing disparities in health care in minority communities is very interesting. I think that probably didn't fly so well is that it looked at ethnicity instead of the overall situation of disparities in the health care system, which is why UNIVERSAL health care is such an important step to help everyone get quality health care.

    the daycare voucher system is a beautiful idea. We can't keep telling mothers that they have to have their babies, not get welfare but get a job and still take care of their children. If they go to work, they are damned for not being at home with the kids. If they are at home, they are damned for not working. It sucks!

    It argues the Republicans did this to suppress the vote by Democratic turnout.

    State Senator Jeremy Ring, a Broward County Democrat who joined Republicans in pushing for a January 29th primary date has withdrawn his endorsement of Senator Barack Obama.

    Ring is extensively quoted saying he wanted to blow up the primary system and that he was sure the DNC would seat the delegation as voted on 1/29.

    Probably not a good idea to invite Ring and Senator Nelson to the same dinner party.

I called my friends husband and told him that I didn't get the job. A week or two later , he told me that all of the new people that the company had hired were Hispanic.   92. I was listening to the Dave Ross Show on KIRO radio in Seattle this morning and there was an interesting exchange. Dave had Shelby Steele on. Most of you probably read his opinion piece in the WSJ yesterday, which came out before the speech. Dave was curious to see if Shelby's opinion had changed since the speech. (FYI...his opinion didn't change.)

    The interesting part of the interview was that the Dave Ross said he was surprised that Shelby didn't love the speech because Obama basically said that Reverend Wright is wrong. People need to move beyond anger, work hard and succeed and that Obama is the proof of this. Basically, "Look at me." Shelby Steele said he didn't hear Obama say that. Dave Ross insisted that he did.

    I have re-read the speech and I don't see anything in it that puts it in the terms Dave Ross has interpreted. I am willing to concede the point but just looking for other opinions...

    read ur post on affirmative action, i want to say discrimination runs both ways. in 1981 when i applied for an criminalist position in buena park, ca which at that time was all white, i scored higher and did well on the oral exam but a white woman who scored lower and did so-so in the oral interview, got the job. when i received the phone call from one of the interviewers he explained to me that i was qualified and that i scored higher on the test than the other applicants, but they were giving the job to someone else. i asked was it someone already in the department or one of the applicants, and he said it was one of the applicants. what was probably a slip of the tongue he mentioned that it was the female in the group, this female was a white woman. he further stated he personally didnt understand why she was selected over me and that it probably had something to do with the community characteristics. i could read in between the lines... my point is white folks arent the only ones that has unfairly had jobs taken from them. whether its affirmative action or just plain old race discrimination, its all wrong!

    I made a very stupid assumption last year.
    I assumed that after dubya everybody would realize it took more that just a pretty face and the backing of rich folks to be a president.
    I thought a Chris Dodd or a Joe Bidden would be a front runner. Shows how smart I am.
    Face it Democrats want to fall in love like it's a bad movie. They are so in love with the idea of a woman candidate or a black candidate that they can't see the major flaws in these candidates.
    So I'm going with the flow, I voted some time ago and I have nothing more to say in the matter,except to grumble.
    What I am going to do is work very hard for the down ticket candidates and see if we can increase the democratic majority.
    Kansas has recruited a plausible candidate to run against Pat Roberts in Dan Slattery. The RR has control of the Republican party machinery in Kansas so Johnson Co is damn near ready to turn Democrat. Not liberal but they could be fellow travelers.

  137. Lardass, I agree completely. Obama wanted it all despite the contrived biography and light weight experiance. The associations, mentors, friendships and advisors needed to be groomed and vetted. He was planning to talk his way forward using the Dean model of organization that nearly did in Kerry.

    I predicted Obama's numbers would drop and the issues long specified would be vetted. As they have in the past against GWB the Democrats show complete over-reach, inability to control themselves, questionable rules, strategic fumbling and an inability to see the obvious.

    Race policy? Obama's nomination would signal a movement against affirmative action. And again, the strain of anti-Americanism goes well beyond race. The elements of fear are many. The preception is that Obama leans too Left and that his judgement is poor. Many see him using rhetoric and race to divert attention from these flaws. There is also a degree by which media cannot filter sentiment nor questions.

    It is amazing cooler heads could not prevail. The convergence of media and DNC leadership has managed to screw up hope and change. There's not enough kool aid to go around.

    Democrats ought to wake up, get behind Clinton and rescue Obama from himself by offering him the VP. There will be more on Rezko, more screw ups, more troubling questions and then some smart journalist will start connecting the various people and ideas. When you're an unknown, associations and policies are all you've got. Obama is not JFK or RFK. The Democrats are searching for someone to believe in. They want their church.

    And then reality beckons.

    A tragedy as incompetently created as Iraq was well-planned. Hillary will crush in Penn. Florida will be like a great weight. And then there's always the Goracle.

    Craig, many don’t know half what I’m talking about but they still love me, but jeepers, I’ve seen enough and heard enough of HRC.     I note that they say that George 41 hasn't put any limits on his papers. They don't mention that George 43 has restricted them as well as already placing strict holds on a great deal of his own, not to mention all the "executive privilege" claims.

    Now for the Obamawans I am more that happy to concede that there is probably a lot of financial and political material that neither on of the Clintons would want to see the light of day. At some point it will all be known and we will probably all be dead and won't care.

    It just seems to be that Sen. Obama is cut from exactly the same cloth and less experienced as well. I just trust Sen. Clinton's motives a bit more at this time. A great deal was made of her "crying moment". No one ever repeats what she said at that moment of fatigue: "I just don't want to see us go backward ... no I don't".

    Sure she is brilliant. Yes she is accomplished. Sure she is and has been a political animal. She is also a community activist, a wife and mother, and a person dedicated to ideals she has held from her teenage years. That's who I want in the Presidency. The next brilliant political animal can wait a few years.

    But I am not worried. There is plenty of time for him to grab the reigns before PA. He will drive those polls closer together - just as he did in OH and TX - where she was supposed to blow him out. Then he will beat her handly in most of the remaining states.

    The Super D's will follow the will of the record turn outs and the Democrats will go in to win the general.

    (And Obama and Hillary (and even you) will get over it - it's just politics).

    I hear ya. She is a great political animal.

    But the Clinton fatigue that exists among the electorate and the lawmakers at this time - makes me question her ability to get elected and to make as much progress as Obama potentially can.

    I am sick of the partisan bickering. I went to law school in DC - and saw and was involved debate after debate - of two sides speaking past one another. No one ever agreed - or expanded or improved on the other's ideas - they just walked away angry.

    I know it won't simply dissappear with Obama - but it will be ignited with the Clintons back in the White House.

    I think Hillary will eventually help Obama get elected and Obama will sign landmark Health Care legislation sponsored by Clinton (among other great things they will acomplish together). I also think Bill Clinton can play a major role in the Middle East with Obama - without all the distractions of a "co-President."

    Yes, I am very blunt and very much a feminist. I despise the sexist attacks Hillary Clinton has received in this campaign.

    My children spent many of their early years half asleep in chairs while I delivered what you would probably call feminist rants on behalf of women's issues.

    Before you call me a bad mother: At age six, my daughter was the only girl in her class who would walk beside and hold the hand of her leukemia patient classmate who had warts on his hand. At age eight my son resigned from Cub Scouts because of anti-semitic statements made by the troop leader and directed toward a friend of his.

    Both my children are happy, well-adjusted and successful adults. My son is a PhD engineer working in DC. My daughter's 2-year old daughter accompanied her to the Ohio polls where she cast her vote for Hillary Clinton.

    That is a wonderful article and very much in line with my thinking on the subject. Thinking that way is pretty much why I put up the Langston Hughes poem. It really is all about life, and we have been seriously on this road to reconciliation for a century now.

    My whole reaction to the Obama speech outside of not thinking it was all that huge a contribution to the next edition of "Great Speeches of Mankind" was, "come on folks, catch up would you!". The anger is real, the frustration is real, and the progress is real. We will get it right some day and in the meantime just gather your family and friends close and keep your heart open to all the possibilities of what those two terms can mean.

  184. There were polling fellows on Hannity tonight ( I know-never ever used to watch him) however the polling fellow said NC is now tied... BO no longer has he lead.
    She is also leading nationwide 49-42.. Both just last couple of days. Hope they hold..

  194. Anderson Cooper & candi were discussing MI and Fla re-vote.. Candi said Obama is just doing what he feels is best for his side.. As well as Hill doing what she feels is best for heer side also. But what about the people? Wow. He is definitely the only one holding back the re vote.
    Wendy was right - the republicans that have already voted in their Repub primary should be not able to now also vote in Dem primary.. This is one of Bo sticking points.. He wants the repub and Indep vote..
    My dau just returned from England and she said the people over there are about 50/50 for Hill and BO.
    And England does not do Irish St Pats well at all.. They had a parade in London - but she said the mood was well - so what.. Not Irish even for the day ..
    They hate Bush. Almost to 100%.. of the people she talked to..

  195. I'm rather enjoying the Anderson/Obama interview. I know it is one of his central campaign talking points, but I do wish he would stop going on about being against the war in 2002. Every time I find myself really starting to like him, that shows up and it is fingernails on the blackboard time.

    It was a political ploy for a district run that started to fade with an Illinois Senate run that completely disappeared with a U.S. Senate run and has never been reflected in his voting record on a national level, and his plan for withdrawal is identical to hers.

    It just feels very dishonest.

Obama can couch himself as the new messiah of political hope and charge that Hillary is the candidate of old politics, but they are POLITICIANS! I don't trust "walk on water" candidates.     A.U. Obama's negatives going up isn't difficult to understand since he was treated like the second coming of Jesus throughout this process. At some point people will take the blinders off and see he is just as human and fallible as the rest of us. I don't think the MSM did him any favours by creating this "walk on water" imagery. Any mistake, any controversy was bound to cripple him. Whether that means he won't get the nomination or can't win the election is hardly proven, but I do think brining him down a notch or two below the ozone layer with the rest of us is good for him in the long run, and for us.. Why? because he has to answer more questions about himself and his viewpoints. He's too much of a blank canvass. This is also an opportunity for him to more fully acquaint himself with the american people.

    My first negative reaction was his "I can take all of Hillary supporters, but she can't say the same about mine" arrogance. That and "you're likable *enough* Hillary.

    I am heading back to bed again. Not feeling well.

    Well like you Rez, I've been a minority most of my life as well... The majority trusted Ronald Reagan far more than Jimmy Carter or Walter Mondale for example. If I am in the minority, so be it... I still distrust Obama and trust Hillary. And I now believe that Obama is not electable, at least as a stand alone candidate. If he and she are together on a ticket, I think they will trounce McCain.

    Only know what my dau said about the people she talked with, this was in meetings as well as pubs in Brighton, London and Wales..

    Many said when she asked why about Obama, was that they just thought Hillary was old and Bo was the New.. Some said they thought Bo practically walked on water...

    I disagree with the idea that people that trust Hillary is in the monority. They have shown in polls that she leads BO in honesty. And we all know he has been caught several times in lies recently. Like he lies to the people/or shades the truth a whole lot and tells other privately something else.. Just think him in the White House with Wright at his side telling him to stick it to the whities is a very scary idea. And his inexperience scares me more. Another GBush.. I read an article a while back that said he would be more of a war monger than Bush..

    Hillary is topped out. She has loyal supporters and loyal enemies. Trust me - I am only somewhere in between.

    We all know how far ahead Hillary was over Obama in the polls before the race began. Obama has a better chance of trending up against McCain than Hillary.

    An HRC vs. McCain election will be the old 50 + 1 strategy - and who knows what can happen. It is a "roll of the dice"

    Obama has the potential to win by a large margin (with new voters, Indys and Obamacans) and enter the White House with some real political capital to move his agenda forward.

One of my reports said the last time she voted was when Carter was running. And whenever anything political come on she hits the remote.   222. Obama speech did nothing to convince me that he would make a good President. He seemed to skirt the issue, make excuses for the Reverend Wright, blame it on history, and give alot of talk on how he because of his color, or heritage would change things.

    I'm not surprised he would not give a real answer on affirmative action.
    Above all else, the one thing Obama's political record tells you is that he is a politician. He has been perfectly willing to knock candidates off tickets, Democrat or not, well liked or not, incumbent or not. It isn't about the party, or the country, it is about Obama.

    America will not be well served here or abroad by a President that is associated with Wright's message of hate of this country.
