Wisconsin Republican Terrence Wall, a real estate developer and a frequent donor to GOP candidates, is challenging Democratic Sen. Russ Feingold.
Wall filed a statement of candidacy Oct. 21 and a statement of organization with the Senate's public records office. Those documents allow him to begin raising money for a campaign against Feingold, who is seeking a fourth six-year term. Wall's campaign Web site is not yet active.
Wall, who comments on economic issues on his company's Web site, has donated to numerous Republican candidates and committees inside and outside Wisconsin. He donated to the 2008 presidential candidacy of former New York City mayor Rudy Giuliani, then gave money to Arizona Sen. John McCain after he secured the Republican nomination.
Though Wall's donations skew heavily Republican, he has on occasion given to a Democrat. In January 2007 he gave to the campaign committee of Wisconsin Democratic Rep. Tammy Baldwin, who represents his home county of Dane (Madison).
Wall will compete for the Republican nomination with David Westlake, a businessman who reported raising $19,000 in the third quarter and has $12,000 cash-on-hand.
Feingold, who is known for his support for amending campaign finance laws and his opposition to the Patriot Act, had $3.1 million in his campaign account as October began. He won a third term in 2004 with 55 percent of the vote.
UPDATE: Trevor Miller, the political and communications director for Feingold's campaign, provided this statement to CQ Politics: "We apparently won't know until late next year who the Republican candidate for U.S. Senate ultimately will be. There may well be other candidates, but both Mr. Westlake and Mr. Wall are obviously hard right ideologues lacking political independence. In any event, we continue to build a strong organization that will wage a vigorous campaign in every one of Wisconsin's 72 counties."
UPDATE: In a statement provided to CQ Politics Saturday night, Wall confirmed his candidacy and said he will make an official announcement early next year.
"I look forward to building the infrastructure and team over the next few months as we prepare for a campaign start in the spring, and I challenge my opponent to run a clean campaign and one well grounded in an honest debate of the issues rather than personal attacks. The voters will have a clear choice in November 2010," Wall said.
CQ Politics presently rates the Wisconsin Senate race as Likely Democratic.
