Martin Explores Bid For Missouri Rep. Carnahan's Seat

Missouri Republican Ed Martin has initiated a 2010 campaign against Democratic Rep. Russ Carnahan in the 3rd District in and around St. Louis.

Martin, who served as chief of staff to Gov. Matt Blunt (2005-2009), recently filed a statement of candidacy and a statement of organization with the Federal Election Commission that establish what Martin is calling an "exploratory" committee.

A July 29 press release took aim at Carnahan's votes for the economic stimulus law and a House-passed "cap and trade" climate change bill.

CQ's mid-year vote study showed that Carnahan backed Democrats 99.6 percent of the time on votes that pitted most Democrats against most Republicans.

Carnahan, a member of Missouri's most prominent political family, won a third term in 2008 with 66 percent of the vote, matching the percentage he received in 2006.

Missouri's 3rd, which includes the southern half of St. Louis and some suburbs and rural territory south of that city, backed Barack Obama over John McCain in the 2008 election by a margin of 60 percent to 39 percent.

Those are the main reasons why CQ Politics assigned an initial rating of Safe Democratic to the Missouri 3 contest, CQ Politics will monitor this race over the next 15 months and ratings changes are possible.

  1. Lets face it, Russ Carnahan won this seat by NAME only. Just one more reason to boot this ultra-liberal. Show him something in 2010. Boot his do nothing lib but out. Make a statement voters, tell Obama we had enough of his kind of change.

  2. Notwithstanding the previous rant, this district will not be won by any GOPer (especially Matt Blunt's former COS) as long as it contains part of St. Louis City proper. After redistricting is another story. In what will be almost assuredly a court drawn plan, as the Gov is Dem and the GOP has healthy majorities in the legislature, the redistricting master chosen by the court could chose to include all of the City of St. Louis in the 1st district, making the 3rd highly competitive. But, we shall see...
